Colin has led the delivery of innovative public sector procurement for over 20 years. He has been responsible for shaping major government initiatives, delivering some of the first PFI projects and operating at board level at Partnerships for Health and Partnerships for Schools. At PfS he was Academy Director, where he led one of the most successful government programmes in recent years. Colin’s career has spanned the health, education, civil engineering and defence sectors. He also has 10 years’ experience working within the private sector as a chartered quantity surveyor and project manager where he delivered a number of construction and general development projects.

Simon Brown

Simon has 20 years’ experience in local government, working in finance and programme management across a range of services including education, leisure, social services, technical and housing services.

 

Simon also spent five years working in the Academies Team at Partnerships for Schools, with responsibility for delivery of the academy, University Technology College (UTC) and studio school programmes and coordination of engagement with the education construction market.

David has 15 years’ experience working at the forefront of public sector procurement. He was a founding member of Partnerships for Health and Partnerships for Schools, where he held various senior management roles. David has led numerous procurements as part of the NHS LIFT, BSF and academy programmes, and worked for Sebastian James on his review of Education Capital.

 

David also has 10 years’ experience working as a chartered engineer and project manager where he delivered a number of large health, defence, retail and leisure projects.

Diane Gair

Diane has over 15 years’ experience in project management in both local and central government, working on various construction, outsourcing and PFI projects. She has also worked as a Project Director for Partnerships for Schools/the Education Funding Agency, delivering a number of BSF procurements, leading the regional framework and providing technical expertise for the development of the Free Schools programme.

Diane originally trained as a Quantity Surveyor, and worked in both the public and private sectors on bank, building society, commercial developments, education, housing, police, and leisure projects, and has been a Member of the RICS for over 25 years.

Mike Yarwood

Mike has in excess of 20 years’ experience in Project and Programme Management and Commercial Management in the UK Construction Sector. He has worked in a very wide variety of sectors for ‘blue chip’ and public sector clients. Mike specialises in PFI/PPP procurement with over 10 years’ experience in consultancy and procurement support to central and local government and contractors.

Mike originally trained as a Chartered Surveyor, with supplementary qualifications in construction law. He has worked for a number of the UK’s leading advisory firms, including EC Harris, MACE and latterly Navigant where he was a Director.

 Emma has 10 years’ experience in procurement and contract management at a senior level, primarily in the public sector. Taking a leading role, she has procured and managed high value frameworks across the public sector, including construction, facilities management and professional services.

She has collaborated with other public buying consortia such as CCS, ESPO and YPO to deliver high profile frameworks at both regional and national level.

As a qualified Member of the Chartered Institute of Procurement and Supply, Emma’s skills lie in public sector procurement regulations, tender development and evaluation, contract management and supplier relationship management.

Steve Spoerry

Steve has over 22 years’ experience operating at board level within the NHS. He has held a number of permanent and interim chief executive posts, including Trafford Healthcare NHS Trust, East Lancashire Primary Care Trust and St Helens Clinical Commissioning Group.

 

Steve acts as a trouble shooter, with vast experience of stabilising and turning around failing NHS organisations. He was project director for Tees and Durham LIFT, and has led a number of strategic service rationalisation projects, and capital and estates rationalisation programmes.

Duncan has over 20 years private industry experience in the UK and overseas, encompassing a wide range of sectors. Over the last 10 years he has specialised in securing and operating national and regional frameworks.

 

Duncan originally trained as a quantity surveyor and has supplementary qualifications in commercial law. He has worked for a number of major construction businesses over the years, most recently with the Shepherd Group where he led both PFI investments and frameworks across all sectors.

Steve has over 35 years’ experience in both the private and public sectors. He has worked in most sectors, including education, defence, prisons, research and health, as well as on commercial developments. Before joining Whiterock, Steve worked for both the Department of Health and Department for Education, responsible for managing the procurement of major national capital programmes.

Steve began his career in contracting before moving into consultancy work. He also has widespread experience in healthcare, having worked on several major PFI and ProCure21 projects, including the Royal Victoria Infirmary in Newcastle, James Cook University Hospital in Middlesbrough, Princess Margaret Hospital in Swindon and Bishop Auckland General Hospital.

Karen has 8 years’ experience in procurement and contract management, principally in local government, taking a leading role in the procurement and management of frameworks for building works, civil engineering and professional services. 

She is also a skilled bid writer and bid manager and has delivered a number of successful tender projects within the private sector including utility and retail companies. 

A qualified member of the Chartered Institute of Procurement and Supply,Karen’s skills lie in tender development, public sector procurement regulations and contract management.

Helen has 25 years' experience working for both large contractors and SMEs in business development, change management, training and strategic programme management. She has led Business Development and Marketing Teams and is a Member of the Chartered Institute of Marketing. 
 
Helen's experience is broad and covers the housing, education, health and social care, emergency services, facilities management, civil engineering, highways and rail sectors. She has also provided procurement support to public sector clients. She has a degree in psychology and provides training to bid teams.

Nikki Blackshaw

Nikki is a project manager with over 15 years' experience, including project management, procurement and technical advisory services in education, health, defence and rail sectors, together with bid support to several private sector clients.

 

Nikki also worked in the NHS for 14 years, including on several major capital and PFI development projects where her roles included clinical briefing, FM service planning and service transformation. Nikki is a Registered DQI facilitator.

Annabel Choppen

Annabel has over 10 years’ experience, principally in the education sector. She led the largest academy procurement in England for the Education Funding Agency, and took a leading role in the management of the EDA’s contractor framework.

 

Annabel has a technical advisory background, managing and evaluating bids for local authority and other clients. She is proficient in creating effective and successful bids for our clients and has supported contractors on several winning bids, including for the EFA and SCAPE.
